Is this a case of a bail bondsman over charging? Or did he simply add collateral to the bond fee?

Of course, the laws governing bail bondsmen vary from State to State. In Virginia, where this author serves as a bail bondsman, bail fees are set by law.  The minimum that must be charged is 10%.  The maximum is 15%. However, we frequently hold additional cash or property as collateral which is refunded when the case if finalized.
